Are your Old pop Rivet Plate holes on your 1975 a side facing inner fender mount plate Location
or
Passenger side Upper near cowl Firewall Location Mount ?

I want to say on the fender by the battery if I remember correctly. If the holes were on the back firewall, they must have been filled in by the PO. But I can check to make sure when I'm back by my 40.
