Fender Flares - Which parts am I missing? (1 Viewer)

I'm trying to reinstall the fender flares that the PO had removed and it looks like a few parts are missing. According to this diagram there is a bracket that I need (919) but is there a trim piece that is supposed to hide the hardware once the flares are installed?

Its a black plastic piece that I guess is supposed to put a finish on the backside of the flair and or half ass keep mud and dirt out of the flair. They usually crack and break.

I believe the 919 is attached to the body. It should be there when you pull the flair. Mine is a 94 however.
