Extra Fog Lights? (1 Viewer)

I for the life of me cannot figure out what these lights are for or how they turn on.
They look like extra projectors in the lower grille.
I even looked at my owners manual where the they list all the lights. Funny enough they showed the lights in the picture but not a word about them.

Any help would be much appreciated.
