We just resealed the manifolds on my father's '78 and have it running pretty well right now. However, when one is running up through the gears, the engine revs for quite some time after releasing the accelerator to shift. I'm assuming I have something wrong on the carb?

I was thinking sticky linkage also. does the pedal return to idle but the engine still revs? or does the pedal stay depressed?

Ask dad to pull up on the gas pedal when the problem occurs.
If idle comes down & stays down, then it's sticky linkage and/or insufficient return springs.
If idle doesn't come down, or bounces back up, then it is the vacuum throttle positioned doing it's thing. Remove adjuster screw from TP linkage to correct.
