I've found an 1FZ engine and want some intel on it; pretty sure it's a '93 or '94 due to the reed valve emissions. Can someone tell me more?

What exactly are you wanting for intel ? Those numbers won't tell you anything about the physical condition of the motor.
I found this post from mud member @beno by searching "engine block number".
"The blocks are only stamped back behind the DS engine mount closer to the bell housing/starter location area. That is where you will find the serial number.
That said, there will be no differentiation between the stamping. The engines are built in series starting with 0000001-9999999. Emission components have no bearing on the block structure, how it's built, what market because for the 1FZ-FE, the blocks were the same worldwide and were all manufactured in the same location at Toyoda Industries."

I'm thinking 93
1993-1994 time frame would seem to make sense for this serial number.
Also remember that frame numbers do not have any correlation to the engine serial number.
