Checking under the efi relay there isn't any wire conecting to it. There is a little black box under the fusebox in the engine bay with wires connecting to it and it's hanging and there looks to be almost a plug on one part of it but I don't know where to connect it to. I'll try to find a digital camera to help describe it better..
I'm assuming this is the problem why my cruiser cranks but won't turn over. I checked the fuel filter with the onboard system it seems to be working.
