My ‘93 is shifting early. (It up shifts through all the gears by 50km/h, 1-2@2,000rpm, 2-3@1800,3-o/d@1800) This occurs whether you punch it to the floor or just ease into the throttle. So the pickup is terrible to cruising speeds. Pressing the accelerator all the way to the floor never makes it kick-down a gear at any point while driving. When going up steep hills I just lose speed. The kickdown cable seems to be connected on both ends. Any ideas or suggestions for a mediocre mechanic would be greatly appreciated.

Maybe your throttle cable (throttle body to transmission) is adjusted so the transmission is already in the kick down position?

As @Malleus suggested, the throttle kick down cable may need adjustment or it could be stretched out beyond adjustment. Check the FSM (factory service manual) for instructions to adjust it.
