I am replacing front rotors on '76.

Is the Dust Seal normaly replaced when removing the hub? This is the metal plate with a rubber inner seal. top left in first pic...

Looks like this might help keep water out but the old one looks ok.

Is it recommended to replace Oil Seal and clean inner bearing? (this is the one not shown in FSM for some reason)

No, but it is if you remove the knuckle (as opposed to merely removing the hub). If you're just doing the hub, there's no need to remove the spindle bolts.

If you're in there anyway, you might as well replace the oil seal in the inner side of the hub. You'll have to remove it anyway to get at the inner bearing.
 
If this peice looks fine, and is not tore up or damaged, I have re-used them when only doing a bearing/lock out service...
