Are you trying to save weight?

Lay off the damn Krispy Kreme's and you'll be better off.

Yes, but depends on the overall condition of the frame and where. I'm planning on punching a bunch of holes in my frame this summer for cleaning and rustproofing the interior of the frame. Will target the inner vertical side and will stay away from contoured sections the best I can. It's gonna be a chore but it needs to be done.

just use a drill if you torch the holes or weld anything on a frame it will change the properties of the metal. People don't realize it but frames are tempered.

If you have to weld, run the beads lengthwise to the rails, or you'll seriuosly weaken the frame. Ol' Rastle Cock welder told me.

Once you drill the new holes, you could sleve them. That will help transfer the load to the frame.
