Do these starter contacts look newish?

Check the cable from the battery to the starter. If it can't carry the juice, your starter solenoid will click into place but won't have the hp to turn over the engine. What is your battery voltage at the post and at the starter end of the cable?

You may also have to replace the brushes in the starter, and yes, I would recommend a new plunger as well.

My Toy dealer did not have anything to offer regarding parts for the brushes so I only replaced th contacts, and since they did not have a plunger in stock, that's all I could do for now. Are brushes a replaceable part from Toyota or do I look elsewhere?

I will check out the voltage at both ends.
