I bought a rebuilt 2F from a guy.
I turned the engine to number one cylinder top dead center.
This picture shows the rotor pointing a little aft of the #4 spark plug.
It’s supposed to be pointing a little forward of #4 correct?
Before this, I tried to start the motor.
Only got a lil periodic sputter.
Thoughts please…

Or, is my problem this older F engine coil with ballast resistor my problem?
I do have spark at the plugs.
Maybe not enough spark? Not hot enough?
 
Looks like timing is out. The dist might also be a tooth off given it appears up against the oil filter. I would check that the dist is correct also.
 
Are you sure the engine was at TDC on the compression stroke and not TDC on the exhaust stroke?
Yup. Both valves on #1 are fully closed.
Besides, I feel if it were 360° out, the rotor would point somewhere around the 5 o’clock position; way out, not just a lil bit like mine.

And you probably know this but it can't get repeated too often. If you had the distributor removed, make "Certain" it is inserted "All" the way in.
 
Is the distributor from your old F engine? Does the vacuum unit hit the oil filter? The correct distributor would not.
It still looks like its a tooth off to me.

Distributor came with the rebuilt 2F Engine.
And, I agree it looks like it’s a tooth off.
I guess I’ll try to reseat it a 10th time.
This is the coil from the original F engine, which worked fine. Could the ballast resistor be a thing for the 2F?

Get the dist set correctly and timing set. Then see where you're at.
 
Looks right to me. Button it up, slap a timing light on it and fire it up. Dial in the timing.
