Difficulty removing sun roof external wind deflector (1 Viewer)

The wind deflector squeaks constantly below 45mph and is rubbing off the paint underneath it. The bolts (screws) on the bracket are rusted and just spin. Can I take a bolt cutter and simply cut the two screws? Once I do that do the brackets then come loose for removal?

Yes. Cut the bolts. The brackets are tucked underneath and will come loose.
