Is there such a thing? Toyota dealers in Australia send them to shops that do all sorts of injection pumps and I would have assumed they do that everywhere

A diesel injection shop familiar with Toyota injection pumps. Yes, it seems there is that.

That's different to a Toyota owned injection shop. Almost any injection shop should be familiar because the DENSO rotary pump is based on a Bosch design.
If a shop didn't have experience on Denso/Bosch types, I doubt they could repair anything competently.
You have to be wary of shops that want to learn on your pump. Seen too many on this page.
