Detached bracket

Looking under my ‘06 LX today I noticed a bracket just hanging on the line between the gas tank and muffler. Should it just attach to the hole above like in the second pic?

That’s just a guide bracket for the e-brake cable. I can’t remember if there are one or two of those, but one definitely goes on top of the axle housing.
 
The new exhaust on your vehicle indicates that a shop did some work recently so its easy to deduce that the exhaust guys removed it and were sloppy with their button-up. Generally those brackets are removed when you drop the rear axle to put in lift springs.

As @JunkCrzr89 said, they are guide brackets for the e-brake cable. You've got it lined up on the right holes, the tab on that bracket in the smaller of the two holes so you may need to flip it. There's a nut welded on one side of that bracket, so you'll need the matching bolt. Steal one from the other mounting bracket on the axle to compare when shopping as its the same bolt as the one you're missing.

I'd go over the rest of their work too, checking what they pulled to get access for that job.

Our first question for 95% of issues posted on here should just automatically be, “has a shop worked on your vehicle recently?” Astonishing how often they cause additional problems...and also sad...and sometimes expensive.
 
So they didn't inspect the vehicle before selling it?
Oh, they said they did. Took it to the independent shop down the street who said everything looked good except the muffler with a hole in it and quoted $900 to replace it. So I drove it back to the dealer and asked them how they were going to rectify that situation after missing that. Sure enough they put a new one on.
