I noticed some grease leaking from the CV boots on both sides of the vehicle today. There's a fair amount that's collected on the LCA and a tiny amount that has been spun into the wheel well. There's no noise coming from the joints. The boots appear to be okay with no tears. You can see that the grease is coming from the upper boot and there's "fresh" grease at the clamp. The truck has 98k and no lift (does have AHC but it spends 98% of it's time in "normal").

So the question is: Is this just a set of pfran clamps on the boots or do I need to buy a couple of reboot kits?

This is pretty normal around 100K, I have mine with 134K miles and from the pictures yours look much better than mine. Your Axels are also ok, Mine have been leaking for quite a while but as long as I do not hear any noise I will continue with it. Both CV and Axel are fairly cheap from online stores. If I were you, I would get it all done with brake jobs. Last time I checked Axel were about $55 each with core. You are looking at about 3 hours of labour so break, CV and Axel should not cost you more than 200-300 in labour.
 
I just had mine both sides on my 2004 LC done at 130K, drivers side needed to be done at about 100K but I waited until both were slinging greese. You are going to have to do them a some point, I would take care of it now.
 
Mine looked like this at 135k. My grease looked good but I added some fresh grease with one of those marinate injectors. I was able to get it between the boot and the shaft and I put a couple of dollops in each boot and cut the old bands off with a dremel and then put stainless steel clamps on it. West Marine is a good source for larger ss clamps.
 
I decided to take the easy option for now. Ordered a set of pfran clamps and put them on today. I drove around a bit and they seem to be working. We'll see how they hold up.

At around 120k miles I had Slee do my OME 2" lift with his diff drop. My boots still looked good with no leaks but I had Slee install new clamps for extra insurance.
