I found the issue. When I put in the starter, the round wire harness got jammed between the starter and the frame (statistically impossible) ... likely causing one of the wires from the edic side of the harness to get pulled just enough to cause a bad connection....hence the wire wiggle getting it to run. I was able to get the funky chicken to stop by getting the harness un-jammed and doing some more wiggling where the wires go into the harness.
