Coolant flowing from top of head (1 Viewer)

When filling the radiator, water flows strongly at the top of the head through this “port”. 71 F. What is going on here?

Sorry if it’s a dumb question, I’m trying to finish up for a mechanic that ghosted me 1/2 way through a head gasket.
