Procedure and schematic don't match up... should result be different?

Procure states that if low pressure air is blown into purge pipe then no air should be felt in the other pipes.... I don't feel air in Tank pipe but i do feel it in the vent. hmmmm

Schematic clearly shows that there is no valve in the purge pipe while it shows check valves in the tank pipe. Hence I should feel air in the vent if air is blow into the purge pipe. I'm guessing the schematic is right and the write up is bad as I see a bunch of other spelling mistakes...
