I just had my carby rebuilt. 6 months later the level in the bowl is way too high and she is running rough. Is there anything that would not be part of a rebuild that would cause the fuel level in the bowl to be high? anything besides the float being out of adjustment?

No.
The needle valve or float is either stuck open (in which case gas would pour into the carb from the bowl vent tubes) or the float hight is adjusted too high. Remove the air horn carefully and investigate and correct/adjust as necessary.
