Carb Adjustment Issue

I went to adjust my carb, per the FSM to lower the idle and the dang thing doesn't move. I can tighten it to increase the idle, but if I loosen it, it just hangs loose.

This may mean it's time for a rebuild, but since my engine experience is still in its fledgling stage for the 2F, I am not sure. Anyone else seen this issue before? I am idling at about 1000RPM.

Are you sure you are on the base idle screw? It's down low on the backside of the carb, threaded into the iron base of the carb. Very hard to see.

If you're messing w/ a screw that's in the linkage and just hangs loose, then you are on either the AC idle up, or high idle adjustment screws.
 
Let me get a picture of it to make sure.

You can see that the screw does not even touch the plate below it.

I got this right out of the Haynes manual, but maybe I have the wrong one. Thanks for the help.
