2nd the Holley theory, but the tapered bore looks like it was cast, so it may be a production unit, albeit a poor quality one.
Trust me, you don't want that thing on your truck. Ebay it and use the proceeds to buy stock carb stuff.

Or you can use that adapter to run a Motorcraft carb. Dirt cheap carbs and work great on a 2F.

ah ok that makes sense, It is deffinitly Cast not machined and the bores are deffinitly tapered.
With the trucks a bought there is a POS rusted motorcraft carb that i through out(all seized up ect) and they is a Holley 350 installed on one of the trucks now. I do plan on ebaying it but i kinda needed to know what it was for first.
I plan on running a stock carb on the 2F i am gonna drop in their.
