Can it run well w/ no air rail?

It's almost back together but I forgot all about the air rail I broke. One of the nozzle pipes completely broke off. In another thread it mentions that someone passed emmissions with the holes in the head plugged. I guess my question is, can I run all the smog equiptment w/out the air rail? I s there anything I need to take into account when tuning it up? I'm not trying to desmog in case I have to ( sadly) sell it one day. What can i use to plug the holes in the head? Thanks

The holes should be threaded. I would make some sort of plug up the will thread on to the holes that way they would be removable if you sell it.
