Can I use these orphaned connections on my wiring harness? (1 Viewer)

I'm sure this has been asked before but I was unable to find the answer in the archives. In regards to the unused connectors under the hood on my 89's wiring harness pictured below....are there also unused connections in the dash that are related? And can I run accessories with them? I was thinking about adding fog lights or just additional low beam lights on the bumper to aid in night driving.

Run new wires with suitable chafe protection and fusing for accessories - especially high wattage things like lights
 
That one on the right is for the headlight washer pump, and the one on the left is for the carb fan. You'd only get juice to the washer pump connector when you activate your wipers with the headlights on. And the carb fan is activated by some type of rheostat. Maybe a person who's better at electrical could manage it, but to my mind it would be easier to run a whole new circuit for any accessories you want to add.
