It is a vacuum switching valve. Anything can be deleted, it just depends on what effect the deletion will do ? Take a look.

Assuming you're not in a smog legal state and/or your rig is old enough to be grandfathered, sure. BUT, it's not just unscrewing and pulling hoses. Research the desmog threads on this site to get a better idea of what it entails. On a '76 the end result will look something like this, with or without the stock air filter & points ignition. Yep, ipsa vacuum switching valve that probably died at least 20 years ago, now excess baggage.
