Disregard the wire, it’s from the idiot who installed my stereo. Anyway, it’s a pull switch, out and in. Simple. NO CLUE what it does.

I'd figure it was also a hand throttle. I've only seen them on the right in Central and North America.
 
It doesn't look OEM. Hand throttle is on the right of the column for both LH and RH drive.

Trace it out. Does it move a cable or is it a switch with electrical wires? It might be an aftermarket fuel cut off.

It's probably for aftermarket fog lights or something no longer connected. As far as I've seen, there is nothing OEM that goes in that hole, the EPC shows a plastic plug in that spot. There may be a submodel in some market that had something there, but I haven't seen it. That spot is most often used as a convenient spot to put a switch for add-on lights or accessories.
