I have a Viper smart system in my truck. It has a full-time live tracker in it and I can set boundary fences on it. So theoretically, if someone stole my truck, I think I can 'box it in' so they can't move it.
 
Not gonna happen. Toyota has already politely said words to the effect that meeting California's deadline will be very difficult. Note that when the Japanese say, "Is verrry difficult," what they actually mean is, "Not gonna happen." (It is considered impolite to be so blunt.)

Yes, when I was developing software for counterparts in Tokyo, “minor difficulties” = “endless boot loop”. Politeness and understatement is a way of life in Japan.
