Break Calipers Center on Rotor?

I put the front calipers back on the 1975 FJ40 with Mini truck conversion, and the calipers are not centered on the rotor. The pads are not touching the rotor. I do not remember if it was this way before I started.
Is this normal?
Checked with a parts house and they did not have shims for me.

Once you bleed the brakes, the pads will touch the rotor, but if the caliper is from the same minitruck as the knuckle housing, hub and spindle, it should be centered. Did you reassemble the parts correctly? For instance, when using new seals, the rubber is stiff that the outer hub seal (the one that bolts to the spindle) keeps the hub from sitting all the way in. Are you able to thread the two large spindle nuts on to the spindle? Were the bearings reversed?
