Brake Shudder

Guys I am getting a shudder when I am braking. This is most pronounced at 70 MPH on the highway. I have already had the pads replaced and the rotors skimmed. At the same time as the brake job they rotated the tires

Some stats on Vehicle

2006 LC
45K miles
Service done by my local guy (non toyota)

I am taking it back to the shop later in the week. Just wanted to see if anyone has any insights before I do this

That figures. If they have already skimmed the front ones does that mean its most likely the rear (I would have presumed they would pick up the warp when skimming the front )
