Brake Problems 78 FJ 40 (1 Viewer)

I have a 78 FJ40 with the stock power disc/drum brake setup and the rear wheels will lock up first when braking hard. I have bled the system and adjusted the rears and still the same results. I am guessing the proportioning valve is not working right. has any one used an adjustable valve? I was thinking of trying an adjustable proportioning valve from summit racing.

Oreillys sells one made by Baer Mfg. part # 2000035......

comes with a couple different size fittings........
