I haven't moved the 60 much in the last few months and when I did one wheel was just about locked down. Having it up in the air I figured it just needed some adjusting, no help, wheel would not spin by hand even with adjuster all the way out. Took drum off and this is what I found, no groove in the drum, some pad left but a ton of this stuff. Dosen't look like any leaks just this.....cleaned the drum with brake cleaner and it looks fairly good now.

first pic looks alittle moist maybe? Do you have a slightly weepy axle seal?

2nd one looks as if the friction material is becoming unglued from the brake shoe itself.
 
Did you pull back the boots on the wheel cylinder?
My first thought would be that it's leaking enough
to get into the lining, and that's eaten it away.

x2 on checking the cylinders. Just replaced mine on both sides, they were leaking and had similar looking "stuff" on them. They're not too expensive if they need to be replaced (less than $20).
