Bj42 ground strap location

Anyone know were this strap hooks to... The other side is just loose

I'm guessing it's from the notorious PO (doing the dirty work such animals are renowned for) ... and that it shouldn't be there..

I have a similar vehicle but no such wire present. Cant even guess what it is for.... As long as all systems work fine, then I would write that thing off as lostmarbles suggested.
