bj 40 won't shut off?

Hi this is my first post: I own a 1980 bj40. It is the best truck I have ever owned. Just recently it won't stop running when I shut it off. It will if I drive it for say 5min. But if I just start it up to move it keeps running. One of my friends said it might be a fuel soliniod? Your thoughts are apreciated.

Not fuel solinoid
Could be Edic
Or weak batteries...diesels will keep running even without battery power but will not shut off without.
It is possible the 5 minute drive adds enough juice to the batteries to shut the EDIC down.
