I’m trying to decide whether to sell this as is or restore. Has some rust spots but frame and undercarriage looks good. Trying to see what is would take to get this in good enough condition to turn a profit . Any help is appreciated

Not sure how much rust there could be, not sure how good the mechanicals are, not sure how hard of a life it has had, not sure the original market. If I had to take a guess, 12-15k? A lot of factors could make that go up or down from that number in terms of value
The only people who make money restoring Land Cruisers are the ones who do it for a living. Unless you have the infrastructure and labor requirements in place you will never make any money on a single restoration.
