Are these holes/bolts on my wheel wells spec? If so, what are they for? (1 Viewer)

They look like OEM toyota bolts, but they don't seem to do anything. I'm taking this thing apart and I can't remember anything being there, and there isn't anything underneath supported by these bolts. 78 US spec 40. That's a top-down pic of the drivers side rear wheel well, the four empty holes are bolt holes for the back roll bar. Any help is appreciated! I'm sure it's something obvious, but my wife says I'm not known for spotting the obvious.

I have a 78 as well and have these same 2 bolts on both sides. Not sure but had to be something for a FST.

they go along with the fasteners up above them.....mounting points for FST brackets.
