Are these drum brakes installed properly?

ive seen a couple of videos that have both long springs in front of the shoes,I’ve seen one on each side, and mine appear to be attached on the back side. It’s a 78 RHD that I just put a new MC on. Having trouble getting them adjusted. They seemed to work pretty good a few months ago before the M/C went out, but now not so good . Just making sure the previous owner installed everything correctly. I tried to adjust one of the cylinders but it was really hard to turn...the one across from it moved fairly easy . Do these cylinders rust up sometimes? The rear appears to be FullFloating I think if that makes a difference on the retainer spring position?

I found some of the wheel cylinders to be hard to turn or frozen with rust when I worked on my brakes. I heat/beat a few into submission.

It looks like some of the return springs are not in the correct spot.

It also appears that the shoes are on backwards as well. Look how the lining material goes to the end of the shoe on one side but not the other.
