Looks like the shield that goes over the top of the steering gear box.

Yup. Bolt to the frame by the steering box.

Right over where the steering column meets the steering box. Just under the charcoal canister.

Thank you guys !! ..I see the holes for it, gear box looks brand new... they must have took it out of the way and forgot to put it back I guess
