That is where the jack handle clips lived, but yours are missing.
My jack handle clips are on the passenger side. I too have those screws on my driver's side.
Engine crank lever.

Think I remember that picture.
What that picture doesn't show is on the FJ25 the clip is helds to the side of the tub with screws at the front not floor. While we didn't get crank handle in our FJ40s the holes with screws in them are there on most FJ40s. These clips are different than the ones for jack handles. Rod used to start the engine is thicker.
