I am going to go ahead and replace all my belts while I am doing this A/C install. I have just installed the new compressor, dryer, and O-rings. The question I have it this: Can I go ahead and install the A/C compressor belt without the system being charged yet? The place I am getting it done is closed this weekend so I am going to have to wait until next week to get it charged. My thought is that the compressor clutch will spin with the engine, but if the A/C button is not turned on, then the compressor (clutch) would be OK running that way without being charged with refrigerant.

You've got it right. OK to install the A/C belt. Don't push the blue button, you're fine.
