Are there any alternatives to the techstream software that works on our vehicles? I have a code reader, but I was hoping to get something more robust to actually make changes (seat belt alarm, program keys, etc.). Are there any alternatives to the techstream software that work? Harbor Freight has one for $135 that looks decent
OBD II & CAN Scan Tool with ABS

Ideally I would like something that would work on more than Toyotas and would also be self-contained.
 
Icarsoft i905 will do a lot. Don't have one nor have I used one but I know people who use it for AHC stuff. Techstream isn't just limited to an XP environment, plenty running it in Windows 8.
Edit. OP, there is a big difference between reading global, generic OBD codes and accessing Toyota/Lexus ECUs for user adjustable settings. And what you can and can't adjust varies significantly between platforms and model years. Eg: I don't believe you can disable the seat belt chime in 100s/470s, I've tried and it's not an option in a 03 LX, maybe it is in latter MYs? Or I can do an ABS bleed routine in techstream but others haven't been able to access their ABS ECU in earlier model 100s.
