Half Whacked saw this on one of my 55s, I have never seen one. Anybody know if they were stock? Slide closes off cold air and pulls air from manifold area, or vice versa

I had the same one on my 73 FJ40. Here is the best photo I have of it on the 40. The air filter I currently have on the 55 is the same style but with out adjustable opening for temp differences.
