AFM question (1 Viewer)

Technical question here- trying to troubleshoot two error codes. First code is 2 which is the afm signal. Mine reads 4vdc with afm flap closed which is within specs according to the fsm. With flap fully open, it reads .45vdc but the fsm specifies. 02-.04 vdc. Is this something that will cause the code to pop-up?
The second code is 25 which is lean air fuel mixture. I'm assuming that the afm might be causing this.

Not sure about my logic here so I'm throwing it out here.

That's an order of magnitude difference, so I'm going to call it suspicious. See what @jonheld has to say.

It's a 91 3fe. The cel flashes 2 then there's a wait and then it flashes 2 and 5 then after another wait it flashes 1.

Like I said, codes are all 2 digits. There is a pause between each group of 2 when there are multiple error codes, but there are no single digit codes.
