adjustment screw with locking nut part of the fuel injector (1 Viewer)

I have this on my 81 BJ42....Question,
is the screw suppose to lock in the position (when the nut is tightened ) where it has been adjusted to?
Also....if the HAC adjusts the amount of Diesel to the injectors.....what does this Nut and Screw bolt do..? is it just a bleeder release for air...?
Mine does not lock unless both....bolt and nut are all the way in tight.....

Hi, on the far left of the picture.....just beisde the Vac hose about mid picture.....there is a slot bolt with a locking nut on it.
I thought is was to adjust the fuel flow......now I am thinking it might just be a air release when pumping up the fuel to the injectors would this be correct..? I was under the impression that you could undo the nut....back out the bolt and then lock it where you want it to be......not so, I can lock the nut and still turn the slot bolt all the way in or out no holding effect from the nut....
So, what is it for.....?
