ABS code 13

I just pulled an ABS Code 13 from my 80 and I wondering what the best way to troubleshoot is. I'm new to working on anything brake related.

From the FSM this is what is noted -
ABS control (motor) relay
Open or short in ABS control (motor) relay circuit
