Two question:
1) Is the ECU for this transmission (https://goo.gl/photos/oWu8Za8tR1uvjh2b6) the only thing that engages the torque converter lockup, or is there some other kind of early 90's computer wizardry?

2) How do I know if the torque converter is slipping when locked? RPM's higher than it should be?

Don't the solenoids in the tranny play a part in lockup also?
 
You can tell if the torque converter is slipping by watching your rpm when feathering the gas pedal. Keep in mind that the tranny oil temp needs to be at a certain value and minimum 80 km/hr or lock up will not occurs.
When locked up the rpm will not "float" (not sure what term to use)
Since it is direct drive at this point any acceleration of the engine will correspond to an increase in speed. Pressing the accelerator the rpm will not jump up 100 rpm or so but climb slowly.
When not locked up and you feather the gas pedal you can see the rpm's change (100 rpm or so) and the truck is not trying to accelerate. Feathering the gas pedal you can actually see the rpm bump up and down.
Kind of complicated (at least for me) to explain but i hope this helps.
