A/C issue

Has anyone else experienced their A/C being completely unresponsive for the first few seconds after starting? The off button and other buttons on the dash don't respond, the system won't turn on, but after about 15-20 seconds it's starts working normally.

Any thoughts on what could cause this?

Thanks! I was able to diagnose the problem to a incorrectly installed cabin air filter. Everything now works properly.
