98' Taillight and Dashboard lights not working (1 Viewer)

Checked every single bulb they all light up and work. None of the filaments are broken either.

So, I have no Dashboard lights, AC control light, or Taillights. All of the lights I'm speaking about are tested and work, but go out and blow a 15a taillight fuse.

I have an aftermarket radio, and Reese tow package. This year also has the dimmer dial (1998). I have seen this issue on 80 series, and other non tlc models. Search on mud does not pull up conditions like mine
 
Seems most of these end up being the tow wiring. It's happened to me, but it was after I installed aftermarket/ebay/LED tail lights, and one of my crimps worked itself loose to ground out on the body.

Any recent changes?
 
No, good questions. The radio was installed over a year ago no issues.

I'm going to remove all the bulbs and test them one at a time to see which is making the fuse blow.
 
The 98-99 all had recalls for the OEM tow wiring. Did the Reese tow package include the "converter box" that plugs into the OEM plug and converts the signals for towing, or is it just the hitch hardware?
