91 3fe 80 series melting efi 15 amp fuse under hood- possible causes?

please help. 1991 land cruiser 3fe is melting the efi fuse down, then dies and of course no CEL, no start. change fuse it will start then begin melting down the fuse again. it's at a general mechanic, need ideas for them where to start.

Look at the wiring under the fuse block. It's been known that some of the early ones would get loose connections, overheat, then melt wires and start cooking.

After that, look for direct shorts wire by wire.

If a fuse is "melting" rather than simply opening, it is not due to overcurrent, but poor connections causing arcing.
OR you have a bunch of crap fuses.
 
mechanic said was in the old fuse block as ya'll said. i had given him the replies, thanks for the help. he relocated the fuse and seems to be doing ok. they put the fuse on an inline direct from battery.
