The arm just lays there - no resistance, no movement on its own when activated. How do I fix it? I can't pull it off. Do I need to remove the hood, then take off the panel in front of the windshield to get at the arm and motor? Or is there another way to to get the arm off?

Any advice would be appreciated.

If its just one arm causing you trouble its likely that the retaining nut is loose. It happens sometimes if your window has snow on it or the wiper is frozen to the window and you turn them on.

If you lift the plastic cover on the pivot end of the arm you should see a 12mm nut there.
 
Mine did the same thing. I ended taking the wiper motor off under the hood and reconnected it at the arm on the motor. Unplug the wiper motor and undo the bolts . I had to fish the end out by putting my finger in the wiper arm hole and moving the wipers too get the end of the wiper arm. It is just a ball and socket end and snaps back in. Yes, my wife didn't clear the windshield before turning the wipers on. Thanks for the advice...
