How is this plate installed? I don’t see the bolts on the top portion? Is it a dowel pin?

Install does involve some cutting/grinding, as well as simple welding. There is what I guess you would call a dowel pin, that helps line up the plate over the bolt hole on the factory bracket. The plates are a dark gray/black, not the zinc/gold color seen in the thread I linked above.
