80 series Aisin winch issue (1 Viewer)

I'm having a few issues with the factory aisin winch on my '90 landcruiser 80series.

When I engage the lever from free spool to locked i can ehsr the motor turning over but the winch drum has no movement. Am I doing something wrong or does my winch have some issues

On OEM bumpers there is a sticker that says PUSH then TURN to engage freespool. This would mean you should TURN (to left) and it should pop out to engage LOCK.

Have never noticed the pop out or in of this lever but then why does it say PUSH??
